last on account of the very small number employed in the industry.

Unpaid family workers were not included.

The lowest levels of the administrative and executive grades (AO II

and EO II) of the Government Civil Service were included in the

survey, however.

In the case of the smallest size category, 1-19 employees, the number of suitable employees in a firm/employing organisation was

often less than 5. In these cases the maximum possible number was

taken and the shortcoming made up by selecting more than 5 employees from other firms/employing units in the category which had more

than 5 suitable employees.

A random selection stratified by size of the Licensed Crew Depart-

ments was drawn from the Marine Departments records and a random

selection of individuals was drawn from each of the chosen LCD's

Part IV lists of seamen (ie seamen resident in Hong Kong and

waiting between ships).

Workers on piece-rates who would have lost money for the time taken

by the interview were compensated.

The interview schedule was printed in both English and Chinese; the questions were asked in Cantonese, Mandarin (most generally for merchant seamen) or in English, according to the respondent's

origin.
