1. I enclose a copy of a letter dated 2 March 1977 from Frofessor Turner to Mr Hurst, the Cverseas Labour adviser, with which irofessor Turner encloses a statement of costs which he states were incurred by him in excess of payments already made by you. Against this, he says in a post-script to his letter, that he holds about SEK7,700 from allocations not fully used.

I do not know to what extent these charges are legitimate but one or two do not seem to be allowable, eg payments to hrs ag in January after the survey was complete and payments to two Australian Commonwealth scholars. I think you now need to prepare a detailed account of payments to Professor Turner and his two colleagues and compare this with the claims made by Professor Turner and Dr Fosh.

3. You will note that Frofessor Turner states that he is not liable to UK taxation and that national insurance contributions are maintained by Cambridge University. I do not know the legalities of this, but frofessor Turner's letter of appointment stated that his honorarium would be subject to UK taxation.

Mr Stewart, the Head of this Department, leaves for Hong konu at the end of next week and will be discussing with the Governor the question of the extension of Professor Turner's study which hag now been approved by the Minister of State. It is important that we advise Frofessor Turner quickly that we shall require his further services and lir Stewart therefore wishes to telephone him from rong Kong after consulting with the Governor. You will note, however, from the penultimate paragraph of Frofessor Turner's letter that he is unwilling to undertake any further commitment unless he and his colleagues are compensated for "necessary excess expenditure on previous rounds". It is important, therefore, that ir „tewart should be in a position to tell rrofessor Turner how much of the latter's and Dr Fosh's claims are allowable.

5. I should be grateful, therefore, if you will prepare the necessary balance sheet as quickly as possible and let me have it with your comments by close of play on Tuesday so that I shall have time for any necessary discussions with you before briefing Mr Stewart. I apologize for having to ask you to do this in a hurry but I am sure you will appreciate the need for urgency.
