APPLICATION TO HONG KONG OF THE RURAL WORKERS' ORGANISATIONS CONVENTION (NO. 141)..

1. Paragraph 1(f) of Mr Ho's letter of 4 November and para. 2 of my minute to you of 2 December refer.

The Department of Employment have now confirmed that a modification in respect of this Convention is needed and we have OL forwarded a declaration in the appropriate terms to the ILO copy attached). I have written to Social Services Branch in Hong Hong explaining why it has not been possible to accept their proposal for a declaration of "applied without modifications".
