1. I understand you expressed an interest to John Steward in the attitude of the United States to the ILO. I attach a short explanatory note which may be of help to you.

2. As you know, I had hoped to be able to visit Hong Kong before the end of this year but this has not been possible. I have become deeply involved in the question of South Africa, particularly in the application of an EEC Code of Conduct for British Companies with Subsidiaries in South Africa. This work, together with a 10-day trip to Egypt in November/December, will keep me fully occupied for the rest of the year. I hope, however, to be able to propose a visit some time during the first quarter of 1978 but not at a time which would clash with any period in Hong Kong spent by Professor Turner!
