ILO CONVENTIONS: IMPROVED DECLARATIONS MADE OR

PROPOSED BY THE GOVERNMENT OF HONG KONG.

Convention No. 2: Unemployment (1919)

Hong Kong submitted proposals for an improved declaration on 28 September 1976.

A declaration of Applied with Modification was registered by the ILU on 11 January 1977. (Previous declaration: Decision Reserved.)

The one modification entered is in respect of Article 1, which requires that governments provide the ILO with statistical information on unemployment at intervals of no more than 3 months. Hong Kong can at present supply such information only every 6 months.

Convention 14: Weekly Rest (Industry) (1922)

Hong Kong's original declaration in 1950 was one of Decision Reserved.

On 23 January 1976 an improved declaration of Applied with Modifications was registered by the ILO.

On o December 1976 Hong Kong proposed a further improvement: one of the three modifications was removed and one of the remaining two amended. This was made possible by the enactment of the Employment (Amendment) (No. 2) urdinance on 24 November 1976, providing for all manual workers, and now-manual workers earning up to $2000 per month, to receive one rest day in every seven days.

Convention 22:

Seamen's Articles of Agreement (1926)

Hong Kong submitted proposals on 23 November 1976 for a declara- tion of Applied without Modification to replace the existing one of Applied with Modifications. Examination of Hong Kong's trial report on the detailed provisions of this Convention, involving consultation with the Legal Advisers, has taken time but it is hoped to forward the improved declaration to the ILO shortly.

Convention 92:

Accommodation of Crews (1926)

Hong Kong submitted proposals for an improved declaration on 20 January 1977 and this was forwarded to the ILO on 4 February. The category of declaration remains, as oefore, Applied wita Modifications, out the number of modifications is reduced from six to five following the making of the Merchant Shipping (Crew Accommodation) (Amendment) Regulations on 14 December 1976.
