ILO CONVENTIONS
1. You will know that we are required to carry out an annual review of Hong Kong's performance in regard to the application of ILO Conventions in January each year.
2. This year I am afraid that I am a bit late in carrying out this review, but I have now prepared a draft submission together with a draft telegram to Hong Kong on this subject.
3. I shall be grateful if you will let me have your comments as soon as possible. I would really like to get this submission up within the next three days so that the Governor will know our present views before the end of the month.
