5. I agree we should press Hong Kong to make an improved declaration on Convention 32 this year if at all possible. I suggest, however, that the last sentence of paragraph 2 of your draft telegram to Hong should be amended as follows:

"This Convention is merely included among those nine additional Conventions which are to be examined in 1977 with a view to improvements in a later year. I should be grateful if you would consider whether it is not possible to include Convention 32 in the 1977 programme."
