Co-ordination of Government Activities

Because of the 'non-executive' nature of the Office, the degree of success or otherwise in this field often depends on the issue(s) at stake and the departments and personalities involved. But the recent indications are that the Office appears to be moving gradually towards a system of improved local authorities, assuming co-ordination role in matters of growing magnitude and dimension.

To co-ordinate and, to a certain extent, monitor the activities of various officers, i.e. CYO, PCRO and USO, working in the district, a district co-ordination committee (App. VI) has been set up.

It meets regularly to discuss and review problems of mutual or common interest and to decide on action programme, especially for community involvement, in the light of district priorities (App. VII). This district team will hopefully be further strengthened with the appointment of a DRSO (which scheme is about to be transferred to HAD) to Kowloon City, expected to be in December 1975.

Meetings on district improvements, usually dictated by political necessities, are held at ad hoc basis. This is especially so for Hunghom and Tokwawan areas, which are plagued by environmental pollution problems. A typical recent example involves public objection to the construction of mortuary at Winslow Street (App. VIII).

In accordance with General Circular No. 35/73, CDC is the overall co-ordinator for relief immediately after natural disasters. This role is well demonstrated by the Office at the two fires at Sai Tau Village early this year.

Because of its peculiar political background and the special arrangement within Government, this Office plays an essential role in spearheading Government activities in the Walled City, sometimes acting almost as an on-the-ground arm of the Security Branch. For example, through strenuous persuasion, the Office helped pressurizing the developers of two new high-rise buildings at the fringe of the Walled City to reduce the height voluntarily in July and, in response to a Secretarial directive, has recently submitted a report (App. IX) on 13 occupied buildings exceeding permissible height limit to the Secretary for Security. report is currently being considered by Government departments.

The most significant development in recent years, especially after 1972-73 when the Keep Hong Kong Clean and Fight Violent Crime Campaigns were launched, is the efforts and achievements made in community involvement. Instead of just maintaining liaison with the traditional organisations, such as kaifongs and residents associations, and presenting a 'local manifestation of the Government' at their functions, more positive reaching-out efforts have now been made in making contact with people from all walks of life, especially at the grassroots level, and helping them (through part-time staff) to organize together for mutual help purposes.
