A Synopsis on the Functioning of

City District Office (Kowloon City)

The basic philosophy of the CDO Scheme, as propounded in Ex-Co paper XCC (68) 3 (App. I), is to bridge the gap between Government and people and to enhance the confidence of people in Government. In the Directive to CDOs issued in 1969, it was intended that this should be achieved through

(a) Services for Government

(b) Services for the Community

(c) Services for Individuals

This synopsis outlines the way the Office functions in achieving these aims.

Services for Government

This is largely achieved through collection and collation of public opinion and co-ordination of Government activities at the district level: the former mainly through MOOD and the latter inter-departmental meetings.

MOOD (Movement of Opinion Direction)

This is a more authoritative and influencial successor of Town Talk in that it covers more contacts (average over 2,000 respondents) from all social stratification, analyses public feelings in greater depth and wider perspective and is highly regarded by policy makers in the top echelon.

At the district level, all staff (including part-time community organizers) are divided into nine sociological groups (App. II) and each of them required to solicit views or tap spontaneous response from 15-25 established or new contacts on specific topics assigned for the week (App. III). The feedback obtained (App. IV) is discussed and assessed at the MOOD session normally chaired by CDO and the compiled district contribution presented at the weekly Ileadquarters meeting by ACDO (Administration). The Headquarters meeting, which also assigns topic(s) and gives guidelines for the week, is chaired by the Deputy Director.

New contacts made during the sounding out exercise, which is often done in the process of MAC formation and servicing or community involvement projects, are entered into a contact list (App. V), which is audited from time to time by ACDO (Liaison) to ensure continuous expansion of contacts and hence liaison and penetration network. Although about 15-25% of the staff's time is required for MOOD, this is considered well justified, because of the useful multi-purposes it serves to achieve.

In addition to MOOD, special sitreps or community intelligence/ feedback, are sent to CDC(K) or Headquarters as and when required.
