where technical co-ordination is found necessary, a competent authority within Government must be found. Perhaps DPW could be asked to norminate a representative to play this

Recommendation (3): Drainage
22.

24.
The main sanitation problem in the Walled City relates to
the drainage. The drainage system still depends on the
original open trenches which served the City in the mid- nineteenth century. The population then was less than
1,000. Present population of the Walled City is estimated at 27,000; adding the 17,000 living in Sai Tau Village, the drainage system now serves a population of around 50,000, 50 times the population for which the original drainage was designed for.
The topography of the area is such that the Walled City stands on higher ground than Sai Tau Village. The effluence from the Walled City therefore finds its lowest level at a point in Sai Tau Village which meets the Kai Tak nullah running along Lung Kong Road, into Kowloon Bay.
Working in concert with U.S.D., P.M.D. (Highways), and Housing Department, we have been able to plot out a rough sketch of the drainage system. (Please sec Appendix 2). It will be seen that there are 5 main open ditches running from North to South along the 5 main streets of the Walled City, and ending in an open trench along Lung Chun Road. The flow is then directed to a large number of small open tributaries which eventually find their way into a low point just below the junction of Carpenter Road and Lung Kong Road and which meets the opening of the Kai Tak nullah.
