and at a consideration, of course. This is illegal in

that it contravenes the Electricity Supply Ordinance,

but there is no stealing. Indeed, our information is that

stealing of electricity is not widespread. The problem

therefore is essentially environmental and is increasing

in proportion to the building redevelopment that is taking

place.

The installation of more meters will alleviate the problem

slightly, as it would at least regularise the legal position,

and at the same time reduce some of the haphazardness of

the wiring, since installation is made by the Power Company's own technicians. However, a better mains supply is a pre-re- quisite, and two transformer sites (one at No. 49/51 Tung Tsing Road, and the other at No. 40A Tung Tau Tsuen Road) are under offer by Crown Lands Office to the Power Company, so that an increased loading could soon be arranged. Looking to the future, consideration should be given to allocating two further sites within the Nunnery Estate Stage B and C

areas so that the Southern portion of the Walled City can be

better served.

Another measure already taken by the Power Company, was the

production of a power supply chart showing the various supply sectors controlled by their respective fuse boxes. This chart,

at Appendix I of this paper, shows the positions of the underground cables and the various junction boxes, so that Fire Services can switch off the appropriate mains supply

when attending a fire in the area.

With the increased supply of electricity, it should be possible to think in terms of an overall tidying up of the electrical

wiring. The Power Company has indicated that they would be

willing to undertake a survey to determine the feasibility of an overall tidying up operation with a view to sinking further underground cables and to separating the overhead electrical wiring from the water supply. Since in these respects the Power Company is up against the same problems as the Waterworks Office, the two Agencies must work in close
