All the observations and proposals in this

paper are based on information available to CDO (KC) and in

view of the sensitivity of the subject no survey was

undertaken to establish the accuracy of some of the data.

Prior commitments and competing priorities have made it impossible for CDO (KC) to carry out detailed consultations

with departments concerned in the preparation of this paper. It is proposed that this paper should be used no more than

as a basis for inter-departmental discussion.
