HONG KONG POWER STATION PROJECT

In his letter of today's date7 my Minister of State seeks the approval of the Chief Secretary to the Treasury to my Department's proposals for this project, before they are

sent to Hong Kong.

In our view it would be very helpful if, as a demonstration of his close personal interest in this project, the Prime Minister sent a short personal message accompanying our proposals to Sir Lawrence Kadoorie, chairman, China Light and Power. This could prove highly advantageous to the presentation of the British proposals in Hong Kong.

I attach the draft of a letter to Sir Lawrence for the

Prime Minister's consideration.

I am copying this letter and enclosure to Ewen Fergusson (FCO), Martyn Baker (Trade) and Anthony Battishall (Treasury).
