HONG KONG PROJECT
We are now close to putting our proposals to the Chief Secretary to the Treasury for his approval before they are submitted to China Light and Power/PEPCO. We propose suggesting that the Prime Minister should write a short personal letter to Sir Lawrence Kadoorie accompanying our proposals. This, we hope, will help the political presentation of our proposals in Hong Kong considerably.

I attach the draft letter which I propose putting to our Minister of State's office. I should welcome any points you have on the draft particularly on the last paragraph. It would be helpful to have your comments on the telephone if possible. (I should make it clear that we shall be providing you with a formal opportunity to comment on the draft, but I should appreciate any improvements now.)
