the Department will co-ordinate and supervise all negotiations with CLP/PEPCO's UK contractors;

the Department will remain fully committed to

ensure that the development is a success and will at all times be available to CLP/PEPCO to deal with any matters of difficulty... Regular visits will be made by the Department to review progress with CLP/PEPCO.

Technical proposals

The companies nominated by my Department for the major

items of work are: the General Electric Company; Babcock and

Wilcox; Balfour Beatty; and L G Mouchel and Partners. Their technical proposals, which have been prepared under the supervision of my Department, are set out in detail in the attached volumes. They offer:

the design, manufacture and supply of power plant and turbine generator plant together with the

associated mechanical and electrical equipment for a thermal power station comprising initially

2 x 350 Mw units and at a later stage an additional 2 x 350 Mw units;

overall station mechanical and electrical design and civil works design;

management and co-ordination of the complete project in the UK;

(The offer does not include civil construction and mechanical/erection for the power station as it is understood that CLP/PEPCO wish to deal with these

aspects of the project themselves. UK industry is however ready to discuss how it can assist CLP/PEPCO in this respect if CLP/PEPCO should so wish).
