HONG KONG POWER STATION PROJECT:

DISTRIBUTION FOR TELEGRAMS

1. As I have explained on the telephone to Mr Webb, the telegrams on the subject of the Hong Kong Power Station Project (or, as they are sometimes entitled, China Light and Power) are not getting a wide enough distribution outside the FCO. The Department of Industry, who are the lead Department in Whitehall on this subject, have now given me the attached comprehensive list of those who should receive copies of all telegrams.

2. I suggested to Mr Webb that, instead of listing the names of all recipients, especially outside the FCO, on copies of all telegrams, you might like to consider setting up a "Hong Kong Power Station Project distribution". There is little doubt that there will continue

If to be telegrams on the power station project for several months. you were to decide to do this, I imagine you would want to circulate a note explaining this distribution and who is covered by it.

3. I do not imagine that there would be any objection if you wanted to include the FCO internal recipients of telegrams under this general distribution instead of continuing to list them on copies of the telegrams. Incidentally, I think that TRED and, possibly, Mr Butler, might be added to the distribution. On the other hand, unless they have expressed an interest in seeing the telegrams on the power station project, I should have thought that Mr Fretwell, EID and the Presidency Secretariat might be taken off the distribution.

4. As the first step, I should be grateful if you would arrange for FCO telegram no. 260 of 17 May to Tokyo and Tokyo telegram no. 394 of 19 May to be given the additional distribution contained in the attached list.
