Dear Mr.Suilt.
HONG KONG: GENERATING PLANT
RECUVED IN REY No. 51
2 FIB 1977
HKK 16+ ||
1. In his letter of 12 January 1977, David Stanton seeks details of generating plant costs, both present and future trends, for use in the reassessment of future plans of the electic power companies.
2.
The terms of Stanton's query are extremely general so I have tried to interpret what information would seem most likely to be useful to him- the term 'generating plant costs' covers as multitude of equipment types, sizes, unit costs, and these can rarely be estimated accurately, except in the precise contractual and market situations. Consequently I would advise him not to set too much store by my estimates but to preserve a cheerful independence.

Presumably the Government Secretariat have in mind possible no power station construction during the 1980s, based on unitizen 350HW/500MW turbogenerators and fossil fired boiler plant. would guess that a station of that kind starting construction in the early to mid-1980s would cost around £300-400/kw overall when completed. Unit cost of boiler plant could well be in the range £65-75/kw and turboalternators in the range £70-80/kw. Auxilliary mechanical and electrical plant might well account for some £50-70/kw of installed generation capacity. I would be surprised if gas turbine plant accounted for much less than £130-150/kw.

Whether these kind of numbers will be realized or not really needs the services of a crystal ball. Market pressures, the need for work (which UK industry badly needs), competition tactics and so on will have a significant effect, as also will the basic inflation rates - which the unit prices have tended fairly closely to follow over the past 5 or 6 years. I can understand David
