Recourse to the provisions of paragraph 2 shall bo preceded by a written notification from the Hong Kong authorities. If substantial sta- tistical differences exist between the export data from which the amount to be carried over in calculated and the Community's data the Community may, within the first 90 days of the following Agreement year, requent conuul- tations on the amounta involved, Any such request shall be accompanied by full particulard of the alleged statistical differences, Where auch a request is made, the portions carried over shall not be used until the parties have completed consultations. If no such request is made within the 90-day period, the portion parried over shall be prenumed to have been calculated correctly.
