The steady increase in EEC production from 1974 to 1976 Support does not the EEC's claim that importe need to be "stabilised", because the increase in mon-EEC imports in 1976 occurred apparently as a result of an increase in consumption and not at the expense of the FEC industry. Furthermore, the bulk of the increase in imports in 1976, came from certain Mediterranean countries with

which the EEC in a preferential agreements. So there are no ground s for penalising Hong Kong and it is even more inequitable to penalise Hong Kong in order that these Bamere Mediterranean countries and perhaps others should continue to export in a way

that would contribute to disruption if it is claimed that it exists. 55. In view of the fact that EEC production is increasing-e and holds a large share of consumption, it is difficult to. accept that there exists a real risk of marle t disruption by Hong Kong and that there is anyheed for the present restraint to
