Importe from Hong Kong dropped 3% in 1976.
3% in 1976. The drop in EEC production in 1976 of 28.4% can be almos t wholly a ttributed to the fall in consumption of 32.4%. At the same time there was an increase in 1976 consumption of cotton woven fabrics of 19.3% or 106,257 m. tons which almost accounted for the fall in 1976 consumption of synthetic woven fabrics of 110,170 tons. So the fall in 1976 production of synthetic fabrics was probably the direct result of a charge in demand to cotton fabrics and cannot be said to have been caused by increased imports fromnon-EEC sources.

Furthermore, the bulk of total imports came from EEC sources and other developed countries, and the latter increased in 1976211 not be subject to stabilisation". So "stabilisation" is going to be meaningless.

However, a real risk of market disruption can be said to exist on the basis of falling EEC produ tion, increasing imports from non-EEC sources and increased imports from Hong Kong in 1976 compared with 1974:
