At its meeting on 8 March 1977 the Council agreed on the negotiating directives and statements in the minutes set out in S/399/77 (COMER 76) which cover most of the problems arising with a view to the renewal of the Multifibre Arrangement. However one problem remained unresolved at that time, that of "cumulative market disruption" arising in the case of some very sensitive products for which the market is characterized by a particularly high level of penetration by total imports from both certain large supplier countries and an ever increasing number of lesser exporting countries.
Work in the Permanent Representatives Committee has produced the solution to this problem contained in the Annexes
to this note.
