these proposals would be submitted at the beginning of September and would include in particular a draft nego- tiating brief covering all the supplier countries with which the Community envisaged negotiating;

- all the negotiations would be completed during October and

November.

The Commission representative also pointed out that an essential aspect of the approach which the Commission

intended to follow was to obtain a complete and effective

system of monitoring.

In order that such a system could be set up in good time, the Commission departments intended to draw up as soon as possible a working document containing relevant suggestions. This document would be examined in detail during July by an ad hoc Group of Experts, convened by the Commission, whose membership would include representatives of the technical services concerned. The Group's work would cover in particular

drawing up a master list of products to be monitored, which would be used as a basis, as from 1978, for the NIMEXE and for the designations of the products appearing in the forthcoming bilateral agreements;

defining the craft products which could be excluded from the quantitative restrictions;

working out the most effective procedures for double checking.
