We were advised of the conditions under which village street
lighting is provided by the power companies in consultation with the
New Territories Administration.

9. We were told that mains water supplies to villages in the
New Territories were provided through items in the Public Works
Programme; that nearly 400 villages had already benefitted from
the first programme of such works; that another 200 villages would
benefit from a second programme of works; that the Public
Works Department was in consultation with the New Territories
Administration on further programmes of works; and that schemes for a
mains water supply to some areas had to await the production of
development plans.
Head 78 Subventions: Education
10.
We were given details of the existing subsidy code for schools
and classes providing special education and were told that proposals
to improve teacher class ratios and to increase the allowances for
teachers in special schools and special classes were shortly to be
submitted to us for consideration. We were provided with details
of the grants for English School Foundation primary and secondary
schools, the ages of children receiving education in these schools,
and the number of students in Forms I to VI at the Island School on
1st March 1977. We were informed of the membership, aims and
achievements of the Hong Kong Teachers Association, and the
reasons for subventing it.
Head 81 Subventions: Social Welfare
11.
We were given details of the allocation for the implementation
of the Child Care Centres Ordinance from the sum earmarked for
new projects, and were assured that there was adequate provision
to meet other new projects and to maintain the standard of existing
services.
