Room for Manoeuvre

4. Aid framework allocations represent the total required to meet three

categories of commitment or programme planning:

i. signed commitments and those to which there is a near or

moral commitment on which ODM could renege only with

considerable embarrassment;

ii.

iii.

plans which ODM has in mind and may have discussed with

potential recipients but only in a preliminary way; and

programmes which ODM wishes to see increased but for which at

this stage there are no specific plans for expenditure.

Virtually all allocations for the World Bank Group are in category (i)

as are most of those for the EEC Group. They are determined on the

basis of estimates provided by those organisations of the sums they

expect to require from the UK. There is generally very little room for manoeuvre in meeting these commitments. We are also firmly committed to Special Action; the only uncertainty at this stage is the rate at

which the total sum will be drawn down.

5. There is some room for manoeuvre in the allocations proposed for the Development Banks, the UN Group and the other multilateral programmes because these include some activities at present in category (ii). No multilateral allocations include provision under category (iii); funds for

new multilateral initiatives would have to be found from elsewhere in

the aid programme. The percentage of each allocation which represents firm commitments (category (i)) is as follows:
