INTER-DEPARTMENTAL STUDY ON MULTILATERAL AID

At the first meeting of this study on 3 August it was agreed that there was a need to identify separately the room for manoeuvre within the aid framework in the short term and as far as possible in the longer term also. Finance Department was asked to produce a general statement of commitments which would identify areas for future decision (eg a possible contribution to the IFC capital increase and to a general capital increase of the World Bank Group).

2. We have produced the attached draft which needs to be completed and circulated as a paper for the next meeting of the study group on 20 September. The draft therefore needs to be finalised not later than 2 September. O departments to whom this minute is addressed are asked to provide covering notes, for inclusion after paragraph 6 of the draft, in respect of commitments to all the major multilateral institutions, viz the World Bank Group, regional development institutions, EEC, the UN family, IFAD, fertiliser schemes and anything arising from CIEC. In addition heads of geographical departments are requested to provide notes on any possibilities in the multilateral sphere which have yet to take shape (eg a Zimbabwe Development Fund).

3. I should be grateful therefore if you would let me have any contributions not later than Friday 2 September.
