TECHNICAL CO-OPERATION

For many

The pattern of British technical co-operation with overseas countries is changing materially. years Britain has assisted other governments in maintaining cadres within their own establishments (and to a small extent in the establishments of local governments and other institutions and organisations not within the central government machine). It was always expected and indeed was part of British policy that as the overseas covernments were more able to fill these posts themselves the number of staff whose salaries Britain was supplementing under

this scheme would diminish. In quinquennial reviews over the last decade and more, forecasts have been made of the expected rate of decline but significantly the number of posts now filled under these arrangements is running well below any forecasts recently made and the total numbers supplemented have diminished from 6,152-

at the

end of 1975 to 5,473 - at the end of 1976. No

immediate end to this scheme is foreseen but it is clear

that it is now on a progressive decline to completion. Adventitious factors such as the situation in Uganda and

a decision of the President of Zambia not to continue to employ British expatriate teachers have contributed to the decline but the trend is nevertheless clearly

identifiable.

The numbers of officers serving under technical co-operation arrangements within which they are in the cmployment of the British Government and linked to the other government has increased but not sufficiently to compensate for

the reduction in the number of

officers serving under supplementation schemes. At the

end of 1975 there were

officers under technical co-operation arrangements and at the end of 1976 -1,016. !

The emphasis on rural development and multi sectoral development in the British aid programme is bringing to light fresh problems of recruitment of officers of diverse skills and in particular of the securing of managers or leaders of projects. Since the former dependencies became
