"The negotiations were based on the clear acceptance by both sides of the
need for a garrison capable of maintaining the security and integrity of
Hong Kong and demonstrating HMGs continuing responsibility for the colony.
Such a garrison is also regarded by both governments as an important
factor in maintaining confidence. As a result of these negotiations
agreement has been reached on the size and total cost of the garrison".(2)
These general considerations would appear to hold good as long as Hong Kong
remains British.
6. The large number of small islands and inlets within the area over which
the Hong Kong Government has jurisdiction, together with the variety and
extent of waterborne activity in the Colony, require the security forces
to include a maritime element. The presence of the Royal Navy in Hong Kong
has a greater political and psychological impact, and therefore, deterrent value,
alone than would be generated by indigenous maritime forces along. By reinforcing
the Royal Hong Kong Marine Police, the Royal Navy demonstrates both to the
Government and populace of the Colony, and to the Chinese Peoples' Republic.

THE ROLE OF THE RI IN HONG KONG

The current definition of the roles of the Royal Navy in Hong Kong
was endorsed by the Chief of Staff earlier this year (3), namely

To assist in maintaining the authority of the Hong Kong Government.
To sustain local confidence in HMG's intention to maintain the
British position in the Colony by providing patrols in support of the
RMK Marine Police".
