1. I attach the original copy of Sir M MacLehose's Secret and Personal letter to me about the Brunei Battalion, together with my interim reply. I do not think that the letter should be shown to anyone outside the FCO.

2. I also return copies of the DS6 letter of 18 May and the correspondence between Sir M MacLehose and John Archer. I should perhaps record that, when we were doing the final draft of the second DOP paper on Brunei, I had a word with Mr Dromgoole about this correspondence saying that, in my view, the Governor was not asserting the right to be involved in all the policy- making process on the Gurkhas, but rather voicing concern for the practical arrangements in Hong Kong as seemed clear from his letter of 30 April. Mr Dromgoole accepted this.
