The New Territories District was leased by Britain from China by virtue of the Anglo-Chinese Convention signed on the 9th June, 1898. The Chinese residents in the N.T. are of the opinion that Britain secured the said Convention first, and then afterwards had the power to govern the N.T. Since this Convention is a part of the British Constitution, Britain must initially observe the terms of this Convention when she enacto laws and formulates policies to govern the N.T. This is the only way to convince the Chinese resid- ents in the N.T. that Britain is ruling the N.T. with a just admin- istration. At this moment, most of the laws and policies adminis- tered in the N.T. are contrary in principle to the Anglo-Chinese Convention, thus forcing the Chinese residents in the N.T. to live under the oppression of an unfair society. Their political dissatis- faction having been consequently aroused, they have no alternative but to approach the British Government for negotiation and to strive until there is a fair administration in the N.T.

The Anglo-Chinese Convention provides inter alia that -

(1) "Whereas it has for many years past been recognized that an exten- tion of Hong Kong territory is necessary for the proper defence and protection of the Colony. It has now been agreed between the Govern- ments of Great Britain and China that the limits of British territory shall be enlarged under lease to the extent indicated generally on the annexed map.

The exact boundaries shall be hereafter fixed when pro- per surveys have been made by officials appointed by the two Govern- ments. The term of this lease shall be ninety-nine years." and (2) "there will be no expropriation or expulsion of the inhabitants of the district included within the extension, and that if land is required for public offices, fortifications, or the like official purposes, it shall be bought at a fair price."

According to the said provisions, the land in the N.T. was leased to Britain purely as a military necessity for protecting Hong Kong and not to the Hong Kong Government to be converted for the purposes of profiteering and taxing. Since the N.T. came under the jurisdiction of the Hong Kong Government, inhabitants of various villages have been forced to move away and land, under the pretext of "for public purposes", has been resumed without the payment of a fair price. These are exam- ples of the British Government shirking its responsibility for the fulfillment of the terms of the Anglo-Chinese Convention.

The handing over of the N.T. to the Hong Kong Government as a part and parcel of Hong Kong for administration is a matter of inter- nal administrative arrangement of the British Government. Nevertheless the Hong Kong Government, disregarding the extraordinary circumstances prevailing the N.T., has administered unjust laws and unfair policies there. We wish to quote again the undermentioned instances:
