Proposals for Political Reforms in the New

Territories of Hong Kong

We have the honour to submit this petition on behalf of the New Territories Heung Yee Kuk which is the statutory advisory body established under the Heung Yee Kuk Ordinance, Cap. 1097 of the Laws of Hong Kong, to represent the New Territories people in expressing their opinion. At the Special Meeting of the Full Council of the Kuk held on 27th December, 1974, a resolution was passed for the Kuk to petition the British Government for political reforms to be made in the New Territories for the following reasons:-

(a) Owing to the fact that the British Government has

failed to fulfill the terms of the Convention Between Great Britain and China Respecting an Extension of Hong Kong Territory, Signed at Peking, 9th June, 1898, and the Hong Kong Government has made unsuitable laws and policies and has governed the N.T. in such a way that the terms of the said Convention have been over- looked, the Chinese residents in the N.T. are living under the oppression of an unfair society.

(b) In order to correspond with the future rapid develop-

ment of the N.T. and to seek justifiable rights for the N.T. residents, we would like to see that all differences between the Government and the people are removed; this would ensure that peace and order are maintained in the community so that the Chinese residents in the N.T. may lead a settled life in a fair society.
