going to say in his statement at the opening of the next session of the Legislative Council. It is true that these and other issues could continue to be dealt with by correspondence but regular visits by the Governor have hitherto proved to be a useful means of discussing them.

7. I therefore conclude that we should recommend to Lord Goronwy-Roberts that the Governor should pay his next visit before the month of November. The early part of the summer is difficult, as he has rightly said, but I do not see why he should not come over during the first half of July. Last year he combined a week's leave with a week of consultations and that arrangement seemed to work quite well from his and our point of view.
