HONG KONG: FCO ARRANGEMENTS

A Planning Paper (copy attached) was agreed about a year ago between the Hong Kong Government and ourselves setting out plans for further progress in social, labour and allied fields in Hong Kong between now and 1981. The Governor announced these plans in broad outline when opening the current session of the Legislative Council last October. Incidentally, the Governor will be here in October/November and I hope you will then be able to meet him.
2. Last September I appointed a Standing Committee of officials to monitor the Hong Kong Government's progress in implementing their plans. The Committee, which is chaired by Hugh Cortazzi, meets about every three or four months and reports to me. Donald Murray, the Overseas Labour Adviser, the Senior Economic Adviser and members of Hong Kong and General Department (HKGD) make up the regular membership of the Committee. Representatives of other departments are co-opted as necessary. The Committee has met three times: in October last year and in February and May this year. It was set up with the knowledge, though not the explicit approval, of the Governor of Hong Kong and he receives the minutes of the Committee's meetings. HKGD are responsible.. for follow-up action on the Committee's recommendations; this often takes the form of my writing to the Governor about matters which have given the Committee grounds for concern.
3. The Committee has considered a wide variety of topics during the last nine months but has directed particular attention to labour matters (Professor Turner's study of
