I recommend that the Secretary of State should see the

Governor some time between 21 and 30 November. Lord Goronwy- Roberts will be seeing the Governor on 22 November and, if convenient to the Secretary of State, there might be advantage in his seeing him subsequently. If the Secretary of State agrees to see the Governor, the Department will submit a brief

in due course.
