If the Soviet delegation should raise the question of their having a Consulate in Hong Kong to deal with their shipping interests, the delegation should stick to the line taken in Mr Luard's reply to Mr Parry's Question on the same date about Warsaw Pact countries having consular representation in Hong Kong.
