were incompatible with PAS/SS3's tour to

Southeast Asia, the review should take priority

over the tour.

(c) Instead of writing a separate report for Government

Mr Heppell would be responsible for preparing

the Exco paper on the review and the draft White

Paper (together with any explanatory commentary for official use that might be appropriate) in

collaboration with the Director of Social Welfare

and in consultation with the Secretary for

Social Services.

(d) The terms of reference for the scope of the Exco

and white papers would be as originally drafted for Mr Heppell.

(e) No public invitation for comments would be made

before H E's Legco speech in October, in order to avoid undue speculation before Government had reached fairly firm conclusions. Mr Heppell would, however, seek the views of experts

outside as well as inside Government but on an

informal and discreet basis.

(f) While fairly firm conclusions by November' were

necessary for budgetary reasons, nearer the time

it would be for consideration whether the paper

prepared for publication were White, Green, or White with green edges. The Governor's speech should assist in drawing further comment, but following the precedent of the Green papers on services to the handicapped, elderly and youth, there might be

merit in the November paper having at least a green tinge.
