RECORD OF MEETING AT GOVERNMENT HOUSE TO DISCUSS REVIEW OF
SOCIAL WELFARE SCHEMES ON SATURDAY 30 APRIL AT 10.30 AM

The purpose of the meeting was to discuss Mr Heppell's
work in Hong Kong.
2. The following points were covered in the course of
discussion:
Mr
(a) The role of Mr Heppell was to assist in the review
of social welfare programmes to which Government
was committed and attached great importance.
Heppell's work would therefore be to guide and
master-mind the Government's review rather than to
conduct a separate exercise. It would be open
to him to disassociate himself from the result if
he wished.
(b) The general timing of the review should be such as
to enable H E to refer to the main conclusions in
his opening address to LegCo in October 1977; and
to enable a White Paper, setting out the Government's proposals in the light of the review, to be
published in November in time for the necessary
resources to be considered for inclusion in the
1978/79 estimates. To achieve this timetable it
was agreed that the green papers on services for the
elderly and preventive social work among youth should
be submitted to ExCo by the first week of August at
the latest; and that a paper seeking approval for
the broad conclusions of the Government's review
should be put to Exco by the last week of August.
A note for Finance Branch would also be needed in
preparing the Five Year Forecast which would be
done by the end of July. If the timetable above
