To provide Lord Goronwy-Roberts with the details of the Budget as soon as possible, hopefully one month in advance. To consider the possibility of UK help with legislation on the social security scheme.
To consider the appointment of Chef de Cabinet, which Lord Goronwy-Roberts considered worthwhile, even if he was not always able to advise on UK reactions to Hong Kong proposals.
