for the meeting between Lord Goronwy-Roberts and the Governor. 11. To ask Lord Goronwy-Roberts to congratulate the Governor on

the progress made in the housing field but also to emphasise our concern about the quality of housing.

12. To raise the subject of secondment when the Governor meets

Lord Goronwy-Roberts.

13. To arrange an assessment of the impact of the probable textile agreement with the EEC on Hong Kong's economy.

14. To prepare contingency plans for all eventualities in the

economic and constitutional fields resultant on the outcome of the EEC/Hong Kong textile negotiations.

15. To consult the OPA before briefing Lord Goronwy-Roberts on the police; to investigate the possibility of reinforcing the upper echelons of the RHKPF and to ensure the continuance of ICAC's investigations.
