HONG KONG: CHINESE LANGUAGE PRESS COMMENT ON RECENT DEVELOPMENTS
Lord Goronwy-Roberts has seen Mr Milton's minute of 23 December and Mr Cortazzi's comments of 4 January. The Minister has commented as follows: "Mr Cortazzi is perfectly right. The development of social policy has been mutual and has been going on for some time. As for the newspaper comments, they are really helpful to us in rebutting the all-too-frequent accusations of indifference and inactivity by HMG. They were obviously based on leaks, and I am sure the Governor is most concerned.
