Hong Kong's public assistance scheme: Action is complete for the moment: the question of the residence qualification and the "defined period of unemployment" were resolved following the Standing Committee's meeting and the DHSS have agreed to release Mr Heppell to carry out a review of Hong Kong's social welfare arrangements;

watch Hong Kong's performance in this field. Lord Goronwy-Roberts, as briefed, raised it with the Governor on 9 December;
