HONG KONG: STANDING COMMITTEE TO MONITOR THE PLANNING PAPER

1.

Item 5 on the agenda of the second meeting of the Standing Committee is "Progress Reports an Hong Kong".

You will recall that,

at the first meeting of the Standing Committee, I undertook that HKD would prepare, in advance of the next meeting, a summary of the quarterly reports that Hong Kong now send us.

2. The following Branches of the Hong Kong Government have now submitted quarterly reports for the period 1 August to 31 October 1976:

Security;

Environment Branch;

New Territories Administration;

Administration;

Home Affairs and Information; Housing;

Economic Services; and

Social Services.

These reports were not in the event susceptible to summary

and none of those to whom copies were distributed last month had any particular comments to offer. In these circumstances, the Department has attempted below to draw attention to points arising from the Reports which are of interest and are relevant to the Planning Paper. The reports themselves are internal Hong Kong documents and were not designed with the UK Planning Paper interest specifically in mind. They therefore cover a much wider spectrum and variety of interests.

(a)

The Commissioner of Police is preparing comprehensive proposals for a new Government Anti-TRIAD campaign;

(b) There are plans to extend the treatment programme for drug addicts.

New Territories' Administration

The Hong Kong Government plans to "Provide land for a major resort development on Lantau Island".

The Administration Branch plant:

"to create an information system to help the implications of continuing with current plans and to consider new proposals against this assessment";
