WORK ARISING FROM THE SECOND MEETING OF THE STANDING COMMITTEE

TO MONITOR THE PLANNING PAPER, HELD ON 7 FEBRUARY 1977

1. I undertook to provide a list of the items of work arising from the second meeting of the Standing Committee to monitor the Planning Paper. It is as follows (in pretty randon order):

Lord Goronwy Roberts must be fully briefed for his visit to Hong Kong;

He must be briefed on the question of UK/Hong Kong pressure;

We must look further into the possibility of doing something about Mr Robert Parry MP, perhaps through Mr Peter Hardy MP, perhaps by a letter from or conversation with Lord Goronwy Roberts;

(d) Mr Stewart and Mr Murray will talk to the Governor in March on the possibility of appointing to LegCo representatives of the academic world, young people in Hong Kong, those working with the voluntary agencies, perhaps an academic, and possibly representatives of the banking world and press.

We should tell the Governor that, while "it is early days yet, we are sure he will be thinking" about this problem ((d) above);

Mr Stewart and Mr Murray will discuss with the Governor the latter's plans for next year's programme in Hong Kong;

We must give thought to a longer term survey of Hong Kong's social security scheme;

Mr Stewart will raise in Hong Kong the question of the Labour Commissioner's non-submission of the minutes of the Labour Advisory Board meetings;

Mr Cortazzi would like to see the Governor's comments on the Overseas Police Adviser's report on the Inspector Kent affair;

Lur visit to H.K.

Mr Stewart and Mr Murray will raise this matter with the Governor;

And discuss the dangerous possibility of the ICAC over-stepping the bounds of acceptable behaviour;
