Dr Owen's statement and make clear that the issues raised by the recent executions were ones which the House might wish to consider in the general context of capital punishment in the Dependent Territories rather than in the particular circumstances of Bermuda. I advised that it was important to avoid getting into any discussion about the differences of legal interpretation between us and the Bermudian Government.
In view of my agreement with the Lord President's Office as outlined above, I did not take any action on the different form of words proposed in your draft though I
subsequently saw that a telegram repeating it had been sent to Bermuda.
