I have been asked to reply to your letter of 2 Lecember to the Lecretary of State about the executions in Bermuda.

As I believe was explained to you at the time, confirmation of the executions had not been received when you telephoned on Friday morning. I was in fact received a little before 1pm

that day.

Turning to the last part of your letter 1 should explain that the administration of justice in Bermuda is an interna. matter proper to the Bermudian Government. The Decretary of State for Foreign and Commonwealth Affairs does not intervene in a particular case of capital punishment unless he has Crounds to believe that a serious miscarriage of justice hight take place. In the cases of the two convicted murderers, burrows and Tacklyn, the Lecretary of tate considered carefully all aspects of the process leading to the final confirmation of the death sentences, but could find no evidence to suggest that a miscarriage of justice had occured.
