The Prime Minister has considered again the Foreign and Commonwealth Secretary's memorandum DOP (77)19 on capital punishment in the dependent territories with the Lord Chancellor's minute of 25 July and de Winton's letter of 22 July with the Attorney General's views.

to the Prime Minister that consideration of this matter could best be advanced during the Recess if officials in the Departments principally concerned, including the Home Office, would consider the matter with a view to submitting revised proposals for consideration by the Defence and Oversea Policy Committee in September. The Prime Minister has asked Sir John Hunt to make the necessary arrangements.

Copies go to the Private Secretaries of the members of DOP, to Ian Maxwell (Lord Chancellor's Office), Michael de Winton (Attorney General's Chambers) and Sir John Hunt.
