Petitions to HM The Queen should be sent to the Governor for transmission to the Secretary of State, but, in the circumstances, your letter of 15 June has exceptionally been accepted as having been properly conducted and its contents will be given due consideration if and when Her Majesty has to consider the matter, in accordance with the procedures concerning capital punishment applicable to the Burrows and Tacklyn cases.
You will appreciate that I could not comment further at this stage.
