Thank you for your letter of 30 June about Dr Sterrer's letter to HM The Queen. The letter does not constitute a petition as envisaged in paragraph 21 of the

Memorandum, but Protocol and Conference Department tell us that they would neverthe- less normally show such a letter to us. It looks as though this one slipped through.

However, I would be grateful if you would reply to it. You may wish to make use of the enclosed draft which has been cleared with our Legal Advisers.
