CONSTITUTIONAL STATUS ON GAINING INDEPENDENCE

1. I attach a copy of Mr Stewart's submission of 7 November to the Permanent Under Secretary on the policy of the constitutional status when dependent territories gain independence.

2.

Mr Kerr has minuted on the submission "The PUS agreed, and so spoke. No-one in fact argued for a change of policy; and no-one wanted us to 'steer' Governors but if they asked whether their territories must remain monarchies, they should be disabused of the idea. J.O.K.".
