As long ago as 14 July, you spoke to Mr Glason regarding several country studies arising from the 1972 PAR which then, were nearing TIñality. You asked how we wished to handle them as Country Policy Papers and Dennis Glason said he would like to think about it.

Regrettably this became overlaid with other matters but I can now let you have our final view. This is that we should consider these special studies as just that and that they should not be considered as equivalent to CPPs unless, as happened in the Gilbert Islands case, the meeting chaired by the Deputy Secretary to discuss them decides that they should be deemed to be equivalent. What we should like to do is to receive copies of the finished papers when available, (as agreed in paragraph 2 of Mr Jasper's undated minute referenced HKG025/1 received at the end of June), adding them to our "collection" of CPPS but neither circulating them to CPP circulation lists nor re-submitting them to ODM scrutiny.
3. Once the territories concerned become independent or alternatively once their aid relations are handed over to ODM (per Falkland Islands and Gibraltar) we will then consider them as standard CPP candidates.
