COUNTRY POLICY PAPERS
1. Following the snort liscussion of this subject at the Under-Secretäries' meeting this morning, I would iike to hold a meeting for some discussion of the preparation etc of Country Policy Papers. There would be three elements to such a discussion:-

(a) The role of CPPs in relation to the system of
financial and delegated authorities as a whole (both as between this Ministry and the Treasury and as between. Departmental formulation and Kinisterial approval of policy within the Ministry);
(b) ainst the background of (a) any possibilities
filification of the form and bulk of individual
papers;
(c) Against the backgroum of (a) and (b), the question of how far it is necessary or Jesirable to have CPFs in respect of countries for which only small aid programmes are in existence or foreseen.
In relation to point (b), I enclose a copy of a recent paper by Ur Bridger. In relation to other aspects there have been various recent minutes on specific points which do not, I think, need general circulation.
